Charter Schools Explained

What they are, how to apply, and what to look for

Philadelphia has more than 80 charter schools — publicly funded but independently operated. They offer an alternative to traditional neighborhood schools but vary widely in quality. This guide explains how to evaluate them and how to apply.

Practical next steps

  1. Understand what makes charter schools different

Charter schools are public — tuition-free and open to all — but run by independent nonprofits rather than the School District. They set their own curriculum, schedule, culture, and policies within limits set by their charter agreement.

  2. Know the types of charter schools

    (1) Traditional charter schools — open enrollment by lottery. (2) Cyber charter schools — fully online. (3) CTE charter schools — career-focused. Many have a specific mission: STEM, arts, African-centered education, multilingual, or college prep.

  3. Research charter schools carefully using data

Look at: PA School Report Card (paschoolperformance.org) for academic performance. Charter renewal status — has the school been renewed or put on probation? Teacher turnover rate — high turnover is a red flag.

  4. Visit the school and ask hard questions

Ask: What's the discipline policy? How many students graduated last year? What do students do after graduation? What support is available if a student struggles?

  5. Apply through the charter school directly

Each charter school has its own separate application — not through the District's school selection. Most use a lottery. Applications typically open November–February.

  6. Understand how the lottery works

Most accept more applicants than seats and use a random lottery. Priority is often given to siblings of current students. There is no way to 'improve' a lottery application — just submit it.

  7. Stay on the waitlist

Many families decline spots over the summer, and waitlisted students often get called. Confirm your waitlist position and ask how often spots open.

Common questions

Are charter schools better than District schools?

Not automatically. Some outperform comparable District schools; many don't. Research the specific school rather than assuming.

Can I go back to a District school from a charter?

Yes. You can leave a charter school and return to your neighborhood school at any time. Contact the Office of Student Placement.
